Attached my submission to the Review Committee of the General Council which meets 2009 for review of decision of the Judicial Committee Executive not to hear my appeal of Ruling 06-009-R. Unless the requested terms of reference for review process which has existed since April 30, 1933 or other new information are received subsequently, the attached [with the appeal, grounds for appeal, and supporting documentation as initially submitted August 21, 2006, if required for reference] is my complete and final submission to the review.
