Thank you for the opportunity to consider Don Anderson's letter to the Review Committee. It was distributed to the Executive for their consideration.

The Executive is of the view that full consideration was given to Reverend Anderson's material in November 2006.

The Executive examined the issue of status to appeal which is still a requirement for an Appeal: "An Appeal may be made only by a person or a Court directly affected by the Decision or ruling", Section 076 (a) The Manual (2004). As no congregation was at that point in the situation envisioned by Reverend Anderson there can be no doubt that he was not directly affected and therefore had no status to appeal. Should a congregation fall within the exception to section 266(a) then it might make the argument raised by Reverend Anderson.

We are aware that important issues are raised by the appeal but are of the view that the decision not to hear the appeal was the right one in the circumstances.
